The Supervisor I oversees functions associated with the allocation, distribution, and monitoring of state and federal funds for early learning programs.
*Develops technical calculations and methodologies for the distribution of funds for approximately 700 State Preschool programs.
*Determines and monitors project activities related to the implementation and ongoing oversight of rate reform. Resolves sensitive and complex fiscal issues. Interprets and implements California statute, policies, and procedures through verbal and written communication.
*Collaborates on rate reform implementation and monitoring with other CDE divisions and with external Stakeholders across the State. Makes recommendations for statutory changes and updates to contract funding terms for the California State Preschool program.

HYBRID
This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and working a minimum of 2 days per week in the office.
STATEMENT OF QUALIFICATIONS
1. Describe your experience with allocating funds and include (a) analysis performed and (b) if projection methodologies were utilized. Your response should clearly demonstrate the complexity of the allocations and your level or responsibility as it pertains to fund allocations.
2. Describe your experience implementing new business processes to comply with new legislative, regulatory, and/or administrative requirements.
3. Describe your project management skills.
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
• Experience in developing calculations and methodologies for the distribution of funds, and monitoring local assistance funding
• Experience interpreting, analyzing, and implementing governmental policy change
• Excellent communication skills (both verbal and written)
• Ability to establish and maintain strong working relationships with internal and external stakeholders
• In-depth knowledge of Microsoft Excel and working with vast amounts of data
• Ability to effectively manage short and long-term project
